Primary responsibilities:  answer 911 Emergency and administrative incoming telephone calls and determine action to be taken; operate police radio, promptly and accurately dispatching field units for service calls; and coordinate emergency services. Requires high school graduation/GED; a minimum of 21 years of age; clear, concise speaking voice for transmission over police radio; must be available to work the hours of any shift as needed.  Shift hours are 7:00 a.m. to 3:00 p.m., 3:00 p.m. to 11:00 p.m. and 11:00 p.m. to 7:00 a.m.  Must be able to work weekends and holidays; be career oriented; pass skills and abilities assessment test; type 3,140 keystrokes per hour (35 wpm); have good computer skills; be able to communicate effectively both orally and in writing; must be able to hear and comprehend telephone callers and officers on radio voice communications; have the ability to read information being displayed on multiple computer screens; prefer experience equivalent to one year police-communications dispatching.  Bi-lingual candidates are encouraged to apply. GENERAL DESCRIPTION:  Acts as fill in for full time staff when needed due to vacation, training or other vacancies.  No standard schedule-used on an as needed basis.   Skilled work in receiving and transmitting signal, telephone, and radio alarms. Work requires independent judgement and initiative within established procedures. Supervision is received from full time Telecommunications staff or through observation and periodic conferences. 

ESSENTIAL JOB FUNCTIONS (Any one position may not include all of the duties listed, nor do the listed examples include all tasks which may be found in positions of this class.) 
Receives telephone and radio calls for help; dispatches alarms to proper station and in cases of multiple alarms, transfers apparatus from one station to another to maintain balanced protection and coverage. 
Recalls off-duty personnel to work at the direction of a superior. 
Records incidents and movement of apparatus; keeps records on each call, such as time received and movement of response apparatus; keeps records of conditions of streets and hydrants and informs station officers of all changes. 
Operates video data terminal to retrieve essential information which is relayed to operations personnel for proper response to incidents. 
Notifies authorities of utilities and other emergency related organizations as necessary in the event of mutual-aid emergencies. 
Assists in the entering and retrieval of call-related data through computer terminals necessary for statistical reporting to various agencies. 

OTHER JOB FUNCTIONS Performs related duties as required. Management reserves the right to add or amend duties at any time. 

KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of Federal regulations applicable to two-way radio operations.  
Ability to operate a two-way radio in order that information may be properly received and transmitted.   Knowledge of the types and use of firefighting, medical, and law enforcement equipment and ability to allocate equipment to alarms to guarantee adequate protection and coverage of the County.  
Ability to speak clearly and distinctly in transmitting complex information to responding fire companies using a two-way radio. 
Ability to think clearly and act quickly in emergency situations. Ability to keep standard and special clerical records. 
Ability to know and identify locations within Rowan County. 
Must be NC Department of Criminal Information (DCI) certified or have the ability to become certified within 120 days of employment and maintain certification during employment. 
Must be NAEMD certified in Emergency Medical Dispatch or have the ability to become certified within six months of employment and maintain certification during employment. 

PHYSICAL REQUIREMENTS Work is primarily sedentary in nature. Physical requirements include sitting for extended periods of time, walking, bending, stooping, and lifting books and files of approximately 35 lbs or less. Work includes extended periods of time viewing a computer video monitor and operating a keyboard. Work may include operation of a motor vehicle. 

EXPOSURE CONTROL Work activity does not entail predictable or unpredictable exposure to blood or body fluids. 

MINIMUM EXPERIENCE AND TRAINING Graduation from high school and some experience in dispatching emergency calls. Paid or volunteer experience in emergency services such as fire, rescue, law enforcement or emergency medical is preferred.

EMERGENCY COMMUNICATIONS OFFICER I (HRSS) - VACANCY #07-108 - TOWN OF CARY POLICE/ TELECOMMUNICATIONS DEPARTMENT - Normal starting salary range: $30,596 - $35,588, plus excellent benefits. This is a full-time position responsible for receiving and transmitting both emergency and non-emergency calls via telephone and radio systems. Enters data into a CAD (computer-aided dispatch) system and dispatches police, fire, emergency medical services, animal control, and public works personnel. Work is performed with speed and accuracy and requires a high degree of computer keyboard efficiency as well as the ability to make effective, immediate decisions regarding life-threatening situations based on highly complex rules, regulations, and procedures. Excellent opportunity to join a modern, progressive Communications Center. Requires any combination of education, training, and experience equivalent to high school graduation and one year of experience. Must have good hearing and speech as well as good typing and customer service skills. Prefer typing speed of at least 30 words per minute and Typing Speed Certificate. Prefer background in public safety service or significant dispatching experience, knowledge of Cary area, emergency/medical dispatcher computer experience, and Division of Criminal Information (DCI) Certification or Basic Telecommunication Certification. The City of High Point’s Communications Services Department is seeking applicants to be the primary link between the public, and the City’s Police Officers and Fire Fighters. Major responsibilities of this position include answering and dispatching emergency and non-emergency calls for assistance, which require a strong desire to serve the community and a high capacity for attention to detail. Essential skills include the ability to work in a team environment, being self-confident, having good decision making skills, being detailed oriented, and being able to remain calm during stressful situations. Position requirements include passing a data entry test with a minimum of 30 WPM, having basic computer skills, and being able to perform simultaneous tasks. Public Safety Dispatchers work rotating 12-hour shifts, including holidays and weekends. Prior Public Safety dispatching experience desirable but not required. Employment offers are contingent on completion of a thorough background investigation, a polygraph examination and a psychological evaluation. Successful candidate will be required to work day, night, swing shifts and some weekends.  Any combination of education and experience equivalent to graduation from high school.  Be able to obtain DCI certification.  Typical hiring salary of $21,248 plus excellent benefits.

Receive incoming emergency phone calls via E-9-1-1 system in the County’s Emergency Dispatch Center. Work significantly impacts the safety of the general public and the responding agency personnel. Performs related work as required. Receives incoming emergency calls on 9-1-1 system. Using established procedures, identifies needs of caller. Transfers calls to other emergency dispatchers as appropriate. Provides available information to ensure appropriate response and to facilitate the safety of caller/victim and responding personnel. May give medical instructions over the phone; works to calm panicked callers. Logs incoming calls and dispatch-related information into an automated system. Operates dispatch terminal. Enters information pertinent to incoming calls. Maintains records of calls and dispatching activities. For non emergency situations, provides information, answers questions and/or refers caller to appropriate staff. Assists in training new employees. Additional duties of III level include: Supervises staff receiving emergency calls and dispatching appropriate response personnel. Ensures activities comply with County, state and federal policies, guidelines and procedures, to include FCC regulations and Emergency Dispatch standards. Performs a variety of administrative duties associated with supervising staff to include assigning work, ensuring professional development and training, establishing performance standards, evaluating work, and providing guidance, direction and discipline as necessary. Receives emergency incoming calls on the EMS network. Dispatches appropriate EMS units. Pages supportive agencies such as arson, Forestry, Red Cross, etc. Maintains constant communication with EMS personnel.

Hourly Positions Currently Hiring

Rockingham County Emergency Services, Division of Communications, is seeking qualified applicants for the positions of part-time Telecommunicator. Rockingham County Communications (CCOM) dispatches for EMS, three rescue squads, 24 volunteer fire departments, Sheriff, Stoneville PD and Madison PD. Rockingham CCOM answers approximately 380,000 calls for service and dispatches upwards of 95,000 units each year.  Rockingham County currently uses the HTE CAD with plans on upgrading this upcoming fiscal year. Emergency Medical Dispatch is currently in an implementation phase.

MINIMUM EDUCATION AND EXPERIENCE: High School graduate and 1 to 2 years work in emergency communications or other emergency services agency; or any equivalent combination of training and experience that provides the required skills, knowledge and abilities.  Applicants with Associate Degree or higher (in Communications, business or related field) will be given preference.

SPECIAL REQUIREMENTS: Must be able to become DCI and EMD certified within one year of hire and complete the Sheriff’s Standards course when available.  Valid NC drivers license.  Must be able to type at least 30 wpm.

TITLE: 9-1-1 TELECOMMUNICATOR (OPEN HIRING)

PAY SCALE: $ 11.56 per hour (Hiring Rate and while in training) $ 12.34 -$19.19 per hour (After completion of 6 month's probationary period)

EMPLOYMENT STATUS: Full Time (Non-Exempt - Eligible for overtime)

ESSENTIAL DUTIES: (The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.)

* Receives and evaluates calls from the public for emergency services; dispatches emergency County police and County emergency medical service personnel; dispatches designated municipal and volunteer fire/rescue personnel as well as certain local government law enforcement personnel.

* Utilizes radios, telephones, alarm systems, pagers, recording devices and computer terminals in the receipt, entry, and transmission of information; operates National Crime Information Center (NCIC) & Crime Information Network terminals to makes inquiries and enter data.

* Completes various forms and reports as required concerning shift operations or in the handling of calls received or dispatched.

MINIMUM QUALIFICATIONS:

Graduation from an accredited high school or GED equivalency AND a minimum of 3 years recent full time work experience involving responsible public contact with a least one year of experience in fields such as emergency call receipt, dispatching or in the use of computerized data entry devices. Graduation from an accredited 4-year college or university may be accepted in lieu of specific work experience. An Associates' Degree and one year of work experience may also be considered. Minimum age of 21. All applicants must take and pass a typing test of 25 words per minute and a work-related general abilities computer test administered prior to completing the formal application. Must possess sufficient visual acuity and color perception to read and interpret multiple computer monitor displays. Must demonstrate good aural (hearing) and reading comprehension skills. Must be able to become and remain certified: 1) by the NC Dept. of Crime Information, 2) a Medical Priority Emergency Medical Dispatcher, 3) NC Sheriff's Standards Commission and 4) CPR certified through the American Red Cross. Must be able to work 12 hour rotating shift schedules, including nights, weekends, and holidays. Personnel are subject to ordered overtime and standby scheduling. Candidates are subject to a 12 month probationary period.
