APCO International Breaks Ground for New Building
SOUTH DAYTONA, Fla. (Feb. 6, 2000) -The Association of Public-Safety Communications Officials (APCO) International, Inc. held its official groundbreaking ceremony today for its new headquarters, the J. Rhett McMillian Jr. Building, in Daytona Beach.

APCO board members, Executive Council members, employees, area dignitaries and members of the press attended the ceremony held at the Christ Community Church reception hall next to the 3.5-acre site where the building will stand.

APCO named the building to honor the late McMillian, a past APCO president and the organization's first employee. McMillian is considered to have been a visionary in the realm of public safety communications. He is responsible for transforming APCO, originally a police organization, into the world's oldest and largest not-for-profit professional organization dedicated to the enhancement of public safety communications.

McMillian believed the public safety community needed strong representation in local and national affairs and envisioned an association that would lead public safety agencies in developing a plan of action for communication and training standards, radio spectrum allocation, new technology and common policy development.

Today that vision has become a reality, with APCO playing a vital role in major public safety issues such as promoting wireless enhanced 9-1-1, increasing radio frequency allotment and ensuring effective, reliable inter-agency and intra-agency communications. APCO fosters the development and progress of the art of public safety communications through research projects, planning and training.

APCO members hope the new 13,000-square-foot building will help make the organization more visible to the local population. "Having headquarters of the world's largest public safety communications organization located here will be an asset to the city of Daytona Beach and its surrounding communities," APCO President Joe Hanna said. "APCO will continue to serve as a major force in public safety communications, helping to implement new technology and advocating vital legislation to safeguard the lives and property of citizens everywhere."

APCO's 13,600 members include police, fire, emergency medical services, forestry, military and government personnel who manage and operate public safety facilities throughout the world.
